Working within the County Council's Transport Bureau and reporting to the Team Leader for Service Assurance, this role oversees the procurement and contract management functions on behalf of the Bureau and the wider Transport & Countryside Service. The Transport Bureau spends approximately £30m per annum commissioning transport services, including services for schools, colleges, and social care.

This is a diverse role with a number of key purposes. The first of these is to ensure we always have the procurement framework in place to support the competitive tendering process for the transport services the Council commissions. With support from colleagues in procurement and legal services, ensure our tri-county ‘Dynamic Purchasing System’ continues to meet our needs.

Another key purpose is to encourage a competitive market place. You will develop market data and use this to identify gaps in the market, and then seek to fill the gaps with new suppliers or strategies. This will require a combination of recruiting and evaluating new suppliers through a rigorous quality management process, and developing creative and innovative solutions to transport provision in the county. You will engage the market by meeting and talking with suppliers or groups of suppliers about shared short and long term objectives.

You will conduct analysis of market and financial data that leads change and drives improvement through the production of reports for the transport management team. These reports may identify peaks in spend, or highlight strengths and weaknesses within different segments of the market, and recommend strategies that address the issues identified.

The role also involves some contract management. Supported by a small team you will, amongst other things, lead negotiations with suppliers, and resolve ongoing performance management issues.
